Until now, there are 32 institutions from all over Indonesia who have received assistance from Ministry of Religious Affair Indonesia in term of productive endowments. One of them is Pondok Pesantren Ali Maksum Krapyak Yogyakarta, which received assistance of $ 50,000 – in fiscal year 2009.
This assistance is use to build two storey building, and used to run 2 business units, namely Minimarket and Internet Cafe located in Jl. Cuwiri. In reality, the minimarket and cafe have been operating since mid-May 2010, but the inauguration of the new Ministry of Religious Affairs conducted in mid-December 2010. It carried out collectively at the Hotel Melia Purosani Yogyakarta, along with 5 other institutions that received assistance. They are: LPI Buntet Foundation of Pesantren Cirebon; Ponpes Al Anwar Rembang; Ponpes Miftahul Ulum Al Yasini Foundation Pasuruan ; Al Asy’ariyah Foundation Ponpes Nahdlatul Ulum Sulsel; dan Ponpes Walisongo Foundation Pontianak.
For schools Syafi’iyah, nuqud endowments (waqf cash) still raises the pros cons. As stated by Prof. Dr. H. Nasaruddin Umar, MA, Director General of the Ministry of Islamic Guidance Society of Religious Affairs when collectively inaugurated pilot projects of productive endowments at the Hotel Melia Purosani Yogyakarta (14/12/2010). “For schools Hanabilah, cash waqf is absolutely allowed, but for schools Syafi’iyah still raises the pros and cons”. However, by looking at strategic value and magnitude of the benefit contained in it, since fiscal year 2006 the Ministry of Religious Affairs through the Directorate General of Islamic Guidance continues to roll out the program of productive endowments.
One of the strategic value of waqf program is seen from the continuity benefits that can be felt. In principle, endowments are very different from the grant. Because wakaf property can not be sold or spent, but must be maintained, and can only be taken the benefits alone. Besides that, the responsibility of the waqf object also has two dimensions, namely the dimensions of the world and the hereafter. In the world, the trustee of waqf (nadzir) are required to use the object endowments in accordance with the designation and regulations, whereas in the afterlife nadzir required to submit accountability of trust which has been given to him.
“Productive endowments beneficiaries have to be really trustworthy, because endowment is different from grants. The difference between the two is that nadzir must keep the principal endowments are not reduced much less exhausted. Because the principle of waqf is to maintain the capital and take advantage of the gain obtained, “said Nasaruddin.
In addition, the size of the successful management of productive endowments program is not only seen from the increase in capital, but more important is the development of quality and quantity mauquf álaih (beneficiaries). “The main indicators of the success of this program is the development mauquf álaih. For example, at first the boarding school has not been able to provide scholarships for its pupils, neither able to provide adequate facilities and infrastructure, then with the benefits of productive endowments encourage schools to provide scholarships to students, adding a means of better education infrastructure, and so forth” continues Nasaruddin Umar.
